Philippine envoy apologizes to dead fisherman's family

The Philippines representative to Taiwan apologized Saturday in person to the family of a Taiwanese fisherman who was shot dead Thursday when a Philippine government vessel opened fire on the boat on which he was working in an overlapping economic zone of the two countries.
