17 universities have enrollment rate of less than 60 percent

Enrollment rates at several universities in Taiwan plummeted to new lows for the 2017-2018 academic year, with 17 of them having an enrollment rate below 60 percent, according to a report released Thursday by the Ministry of Education (MOE).
