Changhua cops sanctioned over teenager's controversial arrest

Three plainclothes Changhua County police officers have been disciplined for pulling up in an unmarked car and chasing down a 17-year-old boy misidentified as an absconded migrant worker, causing a head wound that required 17 stitches.
