Heavy rain alert issued for northern Taiwan; mercury could hit 16 degrees

With a seasonal northeasterly wind system gathering momentum, increased moisture led to a heavy rain alert for northern Taiwan Monday, while temperatures at night could fall to 16 degrees Celsius, according to the Central Weather Bureau (CWB).
