The proposed economic cooperation framework agreement (ECFA) between Taiwan and China is a "lean and necessary" trade deal for Taiwan rather than a fully fledged free trade agreement (FTA), Mainland Affairs Council (MAC) Chairwoman Lai Shin-yuan said Tuesday.
