Taiwan is lagging behind other countries in the pursuit of free trade agreements (FTAs), because FTA negotiations have evolved from being "state-to-state" or bilateral talks to being focused on "regional integration," while Taiwan has remained stuck in the earlier phase, an expert in regional development said Wednesday.
