Taipei City Mayor Hau Lung-bin announced Wednesday that the Taipei Mass Rapid Transit (MRT) system's Luzhou Line will begin operations on Nov. 3 to coordinate with the grand opening of the Taipei International Flora Expo on Nov. 11.
