Taipei mayor sees forum as chance to break cross-strait stalemate

Taipei Mayor Ko Wen-je (柯文哲) said Saturday that an upcoming twin-city forum with Shanghai offers an opportunity to break the stalemate in official cross-Taiwan Strait exchanges seen in recent months.
