Opening layovers for Chinese travelers 'most important': official

Negotiating with China to allow transit stops in Taiwan for Chinese citizens headed elsewhere will be the "most important" transport issue between the two sides, Deputy Transportation Minister Chen Chwen-jing said Monday.
