Apologies for dog abuse hurting military morale: KMT vice chair

Military commanders and leaders, including the minister of defense, have been busy apologizing for the gruesome killing of a dog by soldiers last week, but a Kuomintang (KMT) official said the repeated expressions of remorse are sapping military morale.
