Ill-fated TransAsia flight should have been grounded: ASC

The TransAsia Airways (復興航空) flight that crashed Feb. 4 this year should never have been given clearance to take off after the crew reported a system abnormality, the Aviation Safety Council (ASC) said Thursday.
