Taiwan's young entrepreneurs should give priority to setting up businesses in Taiwan using resources provided by local governments rather than going to China, given the lack of transparency in China's legal system and the greater risks stemming from the many hidden rules for starting businesses there, Taiwan's National Development Council (NDC) said Tuesday.
