KMT lawmaker claims trade-in-service pact 'passed' despite no review

The Legislature failed to make progress in its review of the cross-strait service trade pact Monday, but Kuomintang (KMT) lawmaker Chang Ching-chung remained unconcerned, calling the item an executive order that should automatically go into effect after three months.
