Traffic rules relaxed for schoolkid drop-offs, pick-ups

People who stop their cars on yellow lines for the purpose of picking up or dropping off children under the age of seven will no longer be restricted to three minutes of stopping time, according to a new traffic rule that will take effect on Dec. 1.
