Former Kinmen Magistrate Chen Fu-hai reclaims county seat

Former Kinmen County Magistrate Chen Fu-hai（陳福海）declared victory Saturday at about 6:43 p.m., defeating his main challenger Kinmen County Magistrate Yang Cheng-wu (楊鎮浯) of the Kuomintang (KMT) in the KMT stronghold.
