President Ma Ying-jeou decreed Friday that former Taipei City official and CEO of the 2009 Taipei Deaflympics Organizing Committee Emile C.J. Sheng will lead the Cabinet-level Council for Cultural Affairs (CCA), beginning Nov. 16.
