New Taipei, July 9 (CNA) A second firefighter has died after a rescue boat capsized during a mission on the Xindian River in New Taipei on Tuesday, raising the death toll from the incident to three.
Taipei Tzu Chi Hospital confirmed Wednesday that 36-year-old firefighter Chang Ching-chien (張敬謙) died around noon after nearly a day on life support.
Doctors said Chang had suffered severe brain damage and multiple organ failure due to prolonged oxygen deprivation.
Despite being placed on extracorporeal membrane oxygenation (ECMO) and undergoing targeted temperature management, Chang's condition remained unstable. His family ultimately chose to withdraw life-sustaining treatment earlier in the day.
Chang was one of five rescuers aboard an inflatable dinghy that capsized during an operation to save a paddleboarder who had entered a restricted section of the river.
One firefighter, Wu En-shuo (吳恩碩), was pronounced dead shortly after being pulled from the water. The paddleboarder, identified by the surname Chen (陳), was located after 5 p.m. and was found with no signs of life. He was later pronounced dead.
A volunteer firefighter surnamed Tsao (曹) remains in critical condition, although doctors say he is now breathing independently.
The New Taipei Fire Department said rescuers had to enter a dangerous whirlpool area, but strong currents caused their boat to overturn, leaving five crew members in the water.
An investigation committee has been established to review the rescue operation, command, equipment and tactics used, the department said.
Opposition Kuomintang city councilors have called for improved management of high-risk waters, better rescue equipment and the use of drones to enhance safety.
They also urged stricter laws to hold violators of high-risk waters accountable, including requiring compensation for rescue costs and fallen volunteers.
