Taipei, July 1 (CNA) Taiwan has recorded the world's second lowest excess mortality rate -- a way to evaluate the efficacy of disease control -- during the COVID-19 pandemic, the Central Epidemic Command Center (CECC) said Friday, citing British newspaper The Economist.
