Rain persists in northern Taiwan, storm forming in Philippines

Rain will continue to drench northern Taiwan until Thursday morning while a tropical low air pressure system could develop into the 21st typhoon in the Pacific this year, the Central Weather Bureau (CWB) forecast on Wednesday.
