Premier Su Tseng-chang (蘇貞昌) on Thursday categorically ruled out the possibility of rebuilding the mothballed Fourth Nuclear Power Plant, stressing that "it cannot be and must not be rebuilt," despite an upcoming national referendum on the issue.
