Heavy fog cloaks western Taiwan, outlying islands

The weather across Taiwan was expected to remain stable Monday, but a heavy fog was affecting western areas of the country, including Keelung City and the outlying Penghu, Kinmen and Matsu islands, the Central Weather Bureau (CWB) said.
