Strong wind, heavy rain expected to begin Friday afternoon

Wind and rain are expected to pick up in eastern and northeastern Taiwan Friday afternoon as Typhoon Soudelor approaches, the Central Weather Bureau said, adding that southern Taiwan will feel the storm's full impact Saturday.
