Speed limit not cause of Hsuehshan Tunnel accident: bureau

The Taiwan Area National Freeway Bureau on Tuesday rejected a range of speculations by drivers and academics about the cause of a fatal accident in the Hsuehshan Tunnel on Monday, saying failure to observe safe driving practices was the main problem.
