Taipei, Oct. 29 (CNA) U.S. chipmaker Nvidia Corp. has confirmed its Taiwan headquarters will be built on plots T17 and T18 in Beitou Shilin Technology Park in Taipei, Mayor Chiang Wan-an (蔣萬安) said Wednesday, adding that the city government will fast-track administrative procedures to help the company establish its presence as soon as possible.

Speaking during a Taipei City Council session on the municipality's 2026 policy plans and budget, Chiang said a video conference held earlier in the day with Nvidia produced three conclusions: the company's headquarters will be built on the 3.89-hectare T17 and T18 plots; Nvidia hopes the city will promptly terminate its contract with Shin Kong Life Insurance Co., which currently holds development rights for the land; and the city will accelerate all required administrative steps to facilitate the investment.

Deputy Mayor Lee Shu-chuan (李四川) told reporters before the meeting that Shin Kong Life is expected to submit cost estimates this week and finalize a termination deal with the city government by next week.

Chiang said the plan was the result of tripartite negotiations between Nvidia, the city government and Shin Kong Life. Once the insurer and the city reach an agreement to terminate the existing contract, the city will provide a cleared site and grant Nvidia special surface rights under a project-based model, he added.

Chiang estimated that the termination agreement could be completed by the end of November, with a formal contract between the city and Nvidia expected by mid-2026.

During the session, Kuomintang (KMT) Taipei City Councilor Yang Chih-tou (楊植斗) cautioned that the announcement might strengthen Shin Kong Life's bargaining position.

Another KMT councilor, Kuo Chao-yen (郭昭巖), said the compensation for contract termination -- including NT$2.99 billion in land-use rights fees, NT$279 million in rent, and NT$365 million in performance bonds, totaling about NT$3.64 billion -- should be reviewed by independent third parties such as lawyers and accountants to ensure fairness.

According to the city government, once the contract with Shin Kong Life is terminated by mutual agreement, the municipality plans to invoke special land-rights provisions under the Land Expropriation Act to help Nvidia secure the land, a process estimated to take one to two months.

City officials said all administrative procedures -- including urban planning, land-use adjustments and infrastructure coordination -- will be accelerated to facilitate Nvidia's move into the site.
