Powerchip Semiconductor Manufacturing Corp. (PSMC) and Tokyo-based financial services company SBI Holdings Inc. have agreed to start preparatory work on a 12-inch wafer foundry in Japan, the New Taipei-based chipmaker announced Wednesday.
