Taipei, Nov. 29 (CNA) The Democratic Progressive Party's (DPP's) Chen Kuang-fu declared victory Saturday and became only the second person from the opposition party to clinch the post of county magistrate in outlying Penghu County.

Chen, who had failed in two previous bids for the post in 2001 and 2005, won in the outlying county, swept to victory by what increasingly looks like a general repudiation of the ruling Kuomintang led by President Ma Ying-jeou.

He defeated the Kuomintang's (KMT's) candidate Su Kun-hsiung in the race to replace Wang Chien-fa of the KMT, who is about to finish his second term as Penghu County magistrate.

Chen, 55, who represented Kaohsiung for two terms as a legislator between 1993 and 1999, helped the DPP win the county for only the second time. The party previously governed the county between 1993 and 1995.

Penghu has a total of 82,269 eligible voters.
