President Tsai Ing-wen (蔡英文) on Thursday appointed Taiwan Semiconductor Manufacturing Co. (TSMC) founder Morris Chang (張忠謀) as Taiwan's representative to the upcoming Asia-Pacific Economic Cooperation (APEC) summit, the sixth time the retired businessman has taken on the role.
