Opposition Democratic Progressive Party (DPP) Chairman Su Tseng-chang said Sunday that his party is changing the threshold for its proposed special referendum statute for the disputed fourth nuclear power plant project to "25 percent of the total number of citizens" voting yes to pass the vote.
