Yunlin County Magistrate Chang Li-shan (張麗善) of the Kuomintang (KMT) declared victory in her bid for reelection Saturday against Democratic Progressive Party Legislator Liu Chien-kuo (劉建國) and independent Lin Chia-yu (林佳瑜).
