Tsai becomes 2nd foreign government head to visit NCAR after Thatcher

President Tsai Ing-wen (蔡英文) on Saturday became the second head of a foreign government to visit the National Center for Atmospheric Research (NCAR) in Colorado, after former British Prime Minister Margaret Thatcher in 1990.
