Qualcomm Inc., a U.S.-based smartphone chip designer, said Thursday that it will appeal a decision handed down by Taiwan's Fair Trade Commission (FTC) to slap a more-than NT$23 billion (US$760 million) fine for violation of the country's antitrust regulations.
