A NT$32.3 billion (US$1.16 billion) project to air-condition all 3,100 of Taiwan's public elementary, junior high, and high schools has been completed ahead of schedule, Cabinet spokesperson Lo Ping-cheng (羅秉成) announced at a press briefing Thursday.
