Chinese Taipei envoy arrives in Lima for APEC leaders' meeting

People First Party Chairman James Soong (宋楚瑜), in his capacity as President Tsai Ing-wen's (蔡英文) representative, arrived in Lima on Wednesday to attend this year's Asia Pacific Economic Cooperation (APEC) leaders' meeting.
