On Feb. 16, the European External Action Service, the European Union's diplomatic service, posted a greeting card designed by Hung Wei-sheng (洪瑋陞), a student at Taiwan's Ming Chi University of Technology, featuring a dog and the Chinese character for the sound of a dog barking which means "prosperity," to ring in the Year of the Dog on the lunar calendar.
