Typhoon Kong-Rey downgraded, forecast to bring rain to Taiwan

Typhoon Cong-Rey was downgraded from a super typhoon Wednesday morning but will still start to bring rain to Taiwan on Thursday when the storm gets closer to the island, according to the Central Weather Bureau (CWB).
