Taipei, Feb. 12 (CNA) There is no doubt that pardon for former President Chen Shui-bian (陳水扁), who served as Taiwan's president 2000-2008, is a political issue, Justice Minister Chiu Tai-san (邱太三) said, adding that a pardon should be granted based on consideration of the overall situation in society.
