Former Vice President Vincent Siew (蕭萬長), Taiwan's representative at the Asia-Pacific Economic Cooperation (APEC) forum leaders' meeting in Manila next week, said Wednesday that he does not expect APEC member countries to discuss disputed issues, including the South China Sea issue, so that Taiwan might not need to make its stance clear on the issue.
