More negotiations with Manila needed: investigators

A Taiwan delegation sent to Manila to investigate the fatal shooting of a Taiwanese fisherman by a Philippine government vessel has reached some progress on a judicial investigation with the Philippine justice department, but further negotiations are needed, an official said Saturday.
