Morris Chang again named Taiwan envoy to APEC summit

Retired entrepreneur Morris Chang (張忠謀) was named Monday as Taiwan's representative to the leaders' meeting of the Asia Pacific Economic Cooperation (APEC) in mid-November, the second year in a row Chang has represented the nation in this capacity.
