The European Union (EU) "remains committed" to signing a bilateral investment agreement (BIA) with Taiwan but must still complete the "preparatory" phase involving such technical work as information gathering before it can conduct an impact assessment and then start negotiations, EU Representative Madeleine Majorenko said Friday.
