President Ma Ying-jeou urged business groups Tuesday to appeal to the Legislature to pass a bill monitoring Taiwan's pacts with China and to ratify Taiwan's trade-in-services agreement with its giant neighbor, warning that Taiwan is turning from a bellwether to a late runner in economic terms.
