Offices to allow humanitarian visits: China, Taiwan ministers (update)

China's and Taiwan's top ministers on cross-strait affairs moved one step closer Wednesday to setting up representative offices by agreeing that each side's officials will be allowed to conduct humanitarian visits to detainees held by the other side.
