Commercial Times: A test for rooting out populism

The Ministry of Transportation and Communications is planning to fully implement an electronic toll collection system on national freeways by the end of 2012. Under the plan, tolls would be calculated based on mileage instead of being collected per toll station as it is at present.

Although the proposed system based on a pay-as-you-go principle would be fairer and more reasonable than the current one, it has failed to win the support of the majority of people and motorists.

It seems that in addition to taking the opinion of the "common people" seriously, the authorities should prepare early for issues such as the timing of implementing the plan, the pricing method, and the installation of on-board units (OBUs). Otherwise, we would rather maintain the present system so as not to spark more public complaints.

The plan's opponents say they are against the new system because it would be tantamount to a tax hike. In fact, they are actually against paying tolls and spending extra money on installing OBUs.

We believe that before the new system is adopted, the authorities should strengthen communication and publicity to clear up the public's doubts, allowing them to gradually accept the idea.

Whether the new system can be implemented is indeed a test to see if populism can be rooted out in Taiwan. (March 16, 2010). (By Y.F. Low) ENDITEM/ls
