Apple Daily: Preparing for a third-wave war

In a joint graduation ceremony for military academies held Thursday, President Ma Ying-jeou encouraged the graduates to have a sense of mission, sense of responsibility and sense of honor.

Ma's speech was similar to those given by the late Presidents Chiang Kai-shek and Chiang Ching-kuo. But what are the different requirements that today's military officers need to meet?

They need to prepare for a "third-wave war, " which focuses on the use of knowledge and sophisticated technologies, such as computers.

Taiwan's military has been working to train a third-wave force, but this is a very difficult task in light of Taiwan's status of political isolation, the lack of technological knowledge among military personnel, and difficulties in acquiring precise weapons.
